China promotes hundreds of new coal power projects

According to a report released today by the Greenpeace India (GreenPeace India), Sierra Club and the Global Energy Minitor, the year 2018 is the third consecutive year the number of projects Coal power deployed globally has plummeted.

Report, Explosion and Degradation 2019: Monitoring Global Coal Power Plants, is the fifth annual survey of coal-fired power projects. The main results of the report include: compared to the previous year, the coal output capacity in 2018 decreased by 20% of the new licensing rate (53% in the last 3 years), reducing 39% of groundbreaking activities (84% within 3 last year), and a 24% reduction in pre-construction activity (69% over the past 3 years).

The number of closed factories continued to increase at a record rate. For the global year 2018 is recorded as the year with the third most closed factories compared to other years. Among them, the US accounted for half (17,614 MW, equivalent to 45 units) despite efforts to prevent the Trump administration.

The decline for most of the growth index of coal shows that environmental politics, economy increasingly tightened for manufacturers in this sector, including fiscal tightening of over 100 organizations as well as plans to shut down coal-fired power plants in 31 countries.

A clear exception goes against the global trend of reducing coal-fired power generation. Here, satellite images show that the investor has silently reconstructed dozens of projects that are temporarily suspended. A recent report by the China Electronics Council, which represents the country’s power companies, proposed a new capacity limit for the Chinese coal-fired power industry of 1,300 gigawatts. This adjustment will allow the addition of 290 gigawatts of new coal capacity to the national grid – more than the total US coal capacity (259 gigawatts).

Chinese financial institutions are also emerging as the leading source of funding for new coal-fired power plants outside the country.

The Explosion Report and the Reconstruction 2019 warns that the climate goal will not be complete without stopping the expansion of new plants and accelerating the closure of operating plants.

“Since 2015, new coal power capacity has decreased by 60%,” said Christine Shearer, Global Energy Monitor Research and Analysis (Global Energy Monitor). “However, the only coal-fired power plants in operation are not suitable for the goal of keeping the earth’s temperature rise below 2oC. So we need to quickly stop using coal power in the next decade to achieve the Paris climate goal. ”

“As the prices of clean and renewable energy solutions like wind and solar continue to fall lower than fossil fuels, the prospect of coal becoming an energy source of the past globally is only a matter of time. Time, ”said Neha Mathew-Shah, International Environmental Justice Representative, Sierra Club.“ The US is on the verge of completely eliminating coal and converting to 100% clean energy by 2030, and we is at a critical moment to promote and support community movements that shift from coal to clean energy fairly, especially in the Southern Hemisphere countries. ”

“Currently the Chinese government is starting to build energy targets for the next decade, so developers are lobbying to add hundreds of coal-fired projects. Although this does not disrupt China ‘s commitment to the Paris Agreement, but only one uncontrolled built coal power project, we are nearly unable to achieve the required emission reduction target. avoid the tragedy of global warming. China’s energy goals have a more important impact on global emissions than policy decisions of any country, ”said Lauri Myllyvirta, Analytical Team Leader for GreenPeace’s Air Pollution Program.
